Brian Tully is a retired Lieutenant from the Massachusetts State Police with 20 years of law enforcement experience, including investigating and supervising the investigations of homicides, kidnappings, and other violent crimes. Throughout his career, he worked extensively with mobile device location information to locate victims and identify suspects, analyzing Call Detail Records, CSLI, Timing Advance data, RTT records, Tower Dumps, and GPS and app-based location data.
He was recognized by the Massachusetts Supreme Judicial Court as an expert in applying CSLI records in investigations. His testimony is methodology-driven, scientifically grounded, and delivered in plain language that any jury can follow.
Brian has provided training to investigators from around the country on properly obtaining, understanding, and leveraging digital evidence. He continues to travel the country teaching this topic, helping law enforcement professionals understand and apply mobile device location analysis in their own cases.
Brian has completed hundreds of hours of specialized instruction in the application of cellular records in criminal investigations. He holds certifications from telecommunications training organizations in radio wave propagation, cellular network architecture, and the foundational theories behind wireless communication systems.
